it has to lover embracing. the bottom is like a statue then it comes to life as you look higher. there are even what looks to be people around the bottom working on the statue part

G茅r么me, Honor茅 Daumier, Edward Burne-Jones ,
Auguste Rodin, Ernest Normand, Paul Delvaux,
Francisco Goya, Franz von Stuck, Francois Boucher,
and Thomas Rowlandson, among others. I don't know
of a drawing offhand that has other workers at the base
of the statue, perhaps it's a modern depiction. I hope
you'll find your image in the links below.. and if not.. it's
a good place to start!
